Khyber Pakhtunkhwa government funds can no longer be entered into the SAP system without prior approval, under new procedures issued by the provincial Finance Department. The department has barred entries made without approval or instructions from the competent authority. Officials and employees found responsible for delays, negligence or violations of the prescribed rules will face disciplinary action, the department said.

What the new rules require

According to the department, the new procedures govern both the release and the recording of government funds. Releases under the Annual Development Programme (ADP), the yearly plan for development schemes, and the Public Sector Development Programme (PSDP), the national development budget, must now follow prescribed formats. The department has also ordered daily monitoring of the release and spending of funds under both development and current budgets.

Approval from the competent authority is required before development funds are released or reallocated. The rules are aimed at tighter control over how public money moves from the moment it is approved.

Urgent cases and the SAP system

The SAP system is the electronic platform through which the province records government fund entries. Under the new rules, development and current budget funds must be entered on the date they are approved. If an entry is delayed, the official concerned must place a valid explanation on record.

Urgent cases do not get a shortcut. Even then, prior permission from the finance secretary or the relevant authorised officer is needed before funds can be released. The department has clarified that the urgent-release facility cannot be used to bypass the prescribed approval process.

What it means for development projects

The rules place approval ahead of every step, so funds cannot be entered without sign-off. For schemes funded under the ADP and PSDP, documents must follow the prescribed formats before money is released. Officials who fail to follow these steps face disciplinary action, which the department linked to delays, negligence and rule violations.

Because the department has ordered daily monitoring, progress on releases and spending will be tracked on a day-to-day basis. Anyone involved in Khyber Pakhtunkhwa government projects should expect more paperwork and approvals before funds move.

Aasan alfaaz mein

Khyber Pakhtunkhwa government ne funds ki release ke rules sakht kar diye hain. Ab SAP system mein funds ki entry pehle approval ke baghair nahi ho sakti, aur urgent cases mein bhi finance secretary ya mujaz officer ki ijazat zaroori hai. Jin afsaron se deri, laparwahi ya khilaf-warzi hui, unke khilaf karwai ho sakti hai. Aam shehri ke liye iska matlab hai ke sarkari scheemon ke paise ab pehle se zyada tasdeeq ke baad hi jaari honge.
