Sindh Chief Minister Syed Murad Ali Shah and Chinese Acting Consul General Feng Deheng met at CM House in Karachi on Thursday to advance bilateral cooperation across investment, technology, agriculture, urban security and infrastructure. The discussion focused on finalising government-to-government (G2G) agreements—deals between governments—that the Sindh government signed with Chinese firms during the chief minister’s recent visit to China.
Special Assistant Syed Qasim Naveed and Principal Secretary Agha Wasif also attended. Feng Deheng congratulated the chief minister on the Shanghai Investment Conference, saying the participation of 400 investors showed confidence in the Sindh government. Murad Ali Shah said the province remained committed to deeper ties with Chinese investors across several sectors.
Safe City Phase II and Huawei talks
The chief minister said talks with Huawei were being wrapped up for Phase II of the Karachi Safe City Project, a planned city-wide security and surveillance network, and that he wanted work to begin soon. Karachi, he stressed, needs a modern security system as a major city.
During his China visit he had inspected Huawei’s Safe City setup. Sindh aims for an advanced system with a modern command and control centre to strengthen security and monitoring in Karachi.
Farming tech and Sukkur Barrage
Officials also discussed bringing in Chinese technology to raise sunflower and wheat output in Sindh. Murad Ali Shah said the province wanted to use China’s technical know-how to lift farm productivity and support rural development.
On infrastructure, he said Sindh wants to install the remaining gates of Sukkur Barrage in the winter season and to speed up fitting 100 gates for the barrage and its off-taking canals. He had visited a Chinese firm that makes barrage gates while abroad.
Sister-city link and working groups
The chief minister said there had been talks on a sister-city relationship between Sukkur and Yichang in China, a city linked to the Three Gorges region. He described Sukkur as a major agricultural and industrial hub with three universities, important healthcare facilities and a large industrial area, saying such a link could open cooperation among universities, hospitals and other institutions.
Both sides agreed to set up working groups for different sectors so G2G agreements can move from signature to delivery. Murad Ali Shah said the groups would improve coordination and speed progress. He thanked Chinese authorities for support and hospitality during his China visit, and both sides reaffirmed plans to deepen work on investment, technology, agriculture, urban security and infrastructure.
