Merchant digital wallet planned for Pakistan customs dues

Pakistan Single Window is preparing a merchant digital wallet so importers and exporters can pre-fund one balance and clear customs duties and related trade charges from it.

Pakistan Single Window (PSW)—the digital platform that helps clear goods at the border—has sketched a merchant digital wallet that would allow importers and exporters to settle customs duties, taxes and other cross-border trade fees from money loaded in advance. The tool would sit inside a planned Unified Payment System (UPS) meant for trade-related payments.

Who would operate it

A licensed bank or fintech firm would run the facility under arrangements the State Bank of Pakistan (SBP), the country’s central bank, already permits. Planners want to lean on rails that already exist rather than invent a separate payment stack. PSW would not take custody of traders’ cash, stand between parties, or finish settlement itself. The wallet would connect to PSW only through the UPS, so extra payment providers could join later without rebuilding the core setup.

Funding, spending and linked systems

Firms could keep a reusable balance and add funds via IBFT transfers between banks, the Raast instant-payment rail, mobile banking apps and web portals, or by depositing at a counter. Cash-outs from a distance would also be possible. When payment advice appears inside PSW-linked environments—the main PSW platform, Maritime Single Window, Port Community System, Air Community System, Customs Clearance System and allied services—the wallet would clear against that advice.

The provider would look after custody, balances, loading and cashing out, refunds, reversals and settlement, plus customer due diligence and anti-money laundering (AML) screening.

Alongside today’s channels

Trade fees inside PSW currently move through Pre-Deposit (PD) accounts and bank or payment-gateway routes. The merchant digital wallet would be an added path, not a wipe-out of those options, and PD accounts already in use would not be shifted over. For companies, the practical upside is parking cash early, clearing several charges from one pot, and following each payment through settlement and reconciliation—steps that should make customs duty payment online faster to manage and easier to audit.

Aasan alfaaz mein

Pakistan Single Window tajiron ke liye ek merchant digital wallet laane ka irada rakhta hai. Is se importers aur exporters customs duty aur doosre trade charges pehle se bhare hue balance se ada kar saken ge. Purane Pre-Deposit accounts band nahi hon ge; yeh unke saath ek extra asaan raasta hoga. Bank ya fintech paise sambhale gi, aur PSW khud aap ka paisa nahi rakhe ga.
