Karachi's 25 councils covered in $150m tax package

Sindh PREP will help 25 Karachi councils raise more from the city property levy and put most of that money back into local services for about 3.58 million residents.

The World Bank has cleared a $150 million financing package so Sindh can raise more from city property levies and upgrade everyday municipal work across 25 Karachi councils.

The credit sits under Sindh PREP—the province’s property-revenue enhancement programme—and received backing from the lender’s executive directors. The bank’s Islamabad office said on Saturday that some 3.58 million people in those councils are the main group expected to gain from the service investments the package will finance.

What Sindh PREP is meant to do

Officials describe two linked goals: lift collection of UIPT, the fixed-property levy charged in cities, and harden the ability of chosen Sindh councils to run municipal services. Karachi’s full slate of 25 local councils is the focus for that tax-and-services push.

Bolormaa Amgaabazar, the World Bank’s country director for Pakistan, argued that municipalities which earn more of their own money can budget further ahead. She said Sindh’s councils still lean on provincial transfers for over 95 percent of what they take in. Stronger local collection in Karachi, with most of the proceeds returned to neighbourhood works, would—she said—give cities a sturdier way to pay for the infrastructure they lack.

How the tax take is supposed to be used

Under the design described by the bank, about seven in every ten rupees of UIPT brought in through the programme are to go straight back into municipal works and services in the councils that take part.

Davison Muchadenyika, a senior urban development specialist at the institution, said Karachi’s property base is still underused as a funding source for the roads, utilities and other basics that households and firms need. He cast the package as a route toward cities that can plan spending and deliver services from money they raise themselves, instead of waiting almost entirely on provincial transfers.

Aasan alfaaz mein

World Bank ne Sindh ke liye $150 million ka programme pass kiya hai. Iska kaam Karachi mein property tax behtar jam karna aur 25 local councils ki services sudharna hai. Takriban 3.58 million logon ko is se faida hone ka zikr hai. Jo tax aayega, us ka lagbhag 70 percent hissa wahi ke infra aur local kaamon par lagaya jana hai.
