The government has informed the Senate that the National Database and Registration Authority (NADRA) relies on regional boards to examine cases of NADRA blocked CNICs across the country. Minister of State for Interior Senator Talal Chaudhry explained during a Senate session that identity cards are blocked when holders are deemed ineligible or found to have acquired them through fraudulent documentation or illegal inclusions in family records.
Review mechanism for identity cards
Responding to a calling attention notice raised by Senator Jan Muhammad, the minister detailed how citizen identity disputes are addressed. Regional-level boards examine objections raised against blocked cards, and if those concerns are successfully addressed, the CNICs are restored. In cases where regional boards cannot settle the matter, the file is forwarded to a higher-level review committee at NADRA headquarters in Islamabad.
Chaudhry revealed that 138,166 CNICs have been blocked in Balochistan, of which 8,875 belong to citizens in the Makran and Rakhshan divisions. These two divisions encompass eight districts with a total population of approximately 2.9 million people. The blocked cards in Makran and Rakhshan represent roughly seven percent of the total blocked cards in the province.
Security concerns and diplomatic relations
Addressing concerns about unfair treatment, the state minister asserted that card verifications are conducted strictly on merit without discriminating against any tribe, region, or nationality. He noted that several foreign nationals had unlawfully obtained Pakistani identity documents using forged paperwork, while others had been improperly listed under local family trees.
Chaudhry emphasized the importance of maintaining international document security standards, noting that forged identity cards harm Pakistan's global standing. Citing diplomatic sensitivity, he mentioned concerns raised by Oman regarding document misuse and trafficking, which prompted three visits by the interior minister to address bilateral security concerns.

Hokumat ne Senate ko bataya hai ke block card ki jaanch aur bahali ke liye regional boards banaye gaye hain.
