Pakistan, Saudi Arabia, Türkiye and Egypt used Saturday’s R4 meeting in Istanbul to press for urgent diplomacy aimed at cooling regional conflicts, warning that rising tensions also carry security, economic and trade costs. Foreign ministers of France, Germany, Italy and the United Kingdom took part alongside the R4, and the eight countries set out their shared view in a joint statement after the talks.

The grouping known as the R4 brought together the foreign ministers of Türkiye, Saudi Arabia, Pakistan and Egypt. Their European counterparts joined the discussion of crises stretching from the Middle East to vital sea lanes.

What the ministers discussed

According to the joint statement, the agenda included tensions involving the United States, Israel and Iran, and the Israeli–Palestinian conflict, with ministers stressing the need for a negotiated two-state solution. They also addressed what they described as appalling Houthi militia attacks against Saudi Arabia and the government of Yemen.

Maritime security featured strongly. The ministers highlighted safety and freedom of navigation and pointed to heightened tension in the Strait of Hormuz, Bab-el-Mandeb and the Black Sea—waterways that matter for energy and commercial shipping well beyond the region.

Diplomacy, UN resolutions and shared risks

The ministers said regional conflicts should be tackled through dialogue, diplomacy and de-escalation. They underlined lasting negotiated settlements for outstanding disputes, in line with relevant United Nations resolutions.

They also linked peace efforts to everyday economic stakes, saying they remained committed to diplomatic work that promotes stability while dealing with the security, economic and trade fallout of these crises. In plain terms, unresolved conflict is framed not only as a political danger but as a threat to trade and livelihoods that depend on secure routes and calmer markets.

What happens next

The joint statement said the ministers agreed to keep talking in the same format, with the aim of helping prevent conflicts and advancing peace and stability in the region. No further meeting date or detailed programme was set out in the material available; the immediate outcome is a shared political call for de-escalation and continued R4-plus-Europe dialogue.
