Arrest after bail plea fails

Ziaullah Khan Toru, serving as an Additional Director at the National Accountability Bureau (NAB, Pakistan’s main anti-graft body), is now in custody. Special Judge Central Humayun Dilawar at Islamabad’s Anti-Corruption Court refused his request for protection from arrest. Officers then detained him.

The matter sits with the Federal Investigation Agency (FIA, the federal crime agency). Its Anti-Corruption Circle in Islamabad opened the file. Assistant Director Shahid Ilyas Khan began the probe. The dossier is recorded as FIR No. 50/2026.

What the FIR alleges

Investigators say Toru misused his status as a public servant at NAB and secured money through deceit. They also accuse him of holding wealth that does not match his known earnings.

According to the FIR, he helped form Universal Mining (Private) Limited in 2012 with three Chinese partners named Fei Zhao, Yinchi Deng and Yongjian Tang. In 2015, Pakhtunkhwa Mines was created under the name of his spouse, Uzma Zia, and two mining leases were secured in North Waziristan. The file further says he hid links to Ismat Marble Factory, Ziaullah Toru Construction Company and Kamal Concrete.

On education papers, the FIR claims he presented two separate MBA marketing credentials—one tied to a Preston University campus in the United States and another in Karachi—to get government work. Both documents allegedly share one registration number and are described as unrecognised or fabricated.

The case cites Sections 420, 468, 471, 409, 168 and 109 of the Pakistan Penal Code, together with Section 5(2) of the Prevention of Corruption Act.

Investigator transfer claims

After the FIR was lodged, accounts circulated that Shahid Ilyas Khan was taken off the inquiry. Those accounts allege Toru pressed contacts inside the FIA to force the change. No official reason for any move has been given in the material available, and no independent proof of interference has been confirmed.

Some lawyers and members of the public have questioned whether well-connected accused get softer treatment and whether officers can finish sensitive cases without pressure. Those worries have not been settled by any formal finding. The probe is still active.
