Pakistan Single Window (PSW) and the Pakistan Horticulture Development and Export Company (PHDEC) have signed a Memorandum of Understanding (MoU), a written agreement that sets out how two institutions will work together, to improve digital trade readiness in Pakistan's horticulture sector. According to a news release, the signing took place on Wednesday, October 21. The aim is to help exporters and processors handle registrations, export procedures and regulatory paperwork through digital systems more efficiently.
What the MoU covers
PHDEC is a government-owned entity under the Ministry of Commerce, and it will work with PSW on capacity-building and awareness initiatives for horticulture exporters and processors. Training sessions, webinars and workshops are planned to cover PSW registration, system usage, documentation and regulatory requirements, with the content linked to daily export operations. The sources do not give a start date or schedule for these sessions.
A central goal is to let exporters manage their PSW registrations and related trade processes on their own. The partners say that greater familiarity with digital procedures will help businesses keep closer oversight of their submissions and protect sensitive commercial information. Data protection and privacy will form part of the programme, so that businesses can take part in digital trade securely.
Beyond training, the two institutions plan a structured channel for identifying sector-specific barriers to digital adoption and agreeing on joint responses. They will also guide exporters on PSW-related operational issues and explore information sharing under PSW's Trade Data Sharing and Exchange Policy.
Officials' views and next steps
PSW's chief executive, Syed Aftab Haider, said the value of digital infrastructure depends on how well businesses can use it. He said the partnership is meant to make digitalisation a practical support for export readiness and competitiveness. The PHDEC chief executive, Muhammad Naseer, said preparing horticulture businesses for overseas markets requires a clear understanding of the processes behind exports. He said the two bodies would combine sector expertise with digital trade knowledge to help exporters handle operational problems with more confidence.
Joint working groups, with equal representation from both institutions, will coordinate implementation, monitor progress and assess outcomes from time to time. The sources do not give targets, budgets or a timeline for results, so the reach of the programme is not yet known. Exporters and processors should watch for announcements from PSW or PHDEC on when training will begin.
